La razón principal tiene su origen en la liberalización del mercado de telecomunicaciones, con el supuesto fin de "favorecer al consumidor", consiguió que la antigua empresa nacional, Telefónica, fuese la propietaria de la mayor red de telefonía y acceso a internet de todo el país. Esto provocó que los operadores alternativos, sin red propia, tuvieran que alquilar la línea a Telefónica para venderla después al usuario final, dejando poco margen para poder ofrecer un precio verdaderamente competitivo."
